ارائه مدل مفهومی مذاکره با حسابرسان مالیاتی برای دستیابی به توافق مالیاتی: مطالعه‌ای کیفی با رویکرد نظریه داده‌بنیاد

چکیده

پژوهش حاضر با هدف تبیین فرایند مذاکره با حسابرسان مالیاتی و ارائه مدلی مفهومی از شرایط علّی، عوامل زمینه‌ای و مداخله‌گر، راهبردها و پیامدهای مؤثر بر دستیابی به توافق مالیاتی انجام شد. این پژوهش کیفی با رویکرد نظام‌مند نظریه داده‌بنیاد اشتراوس و کوربین انجام شد. جامعه پژوهش شامل متخصصان و افراد دارای تجربه مستقیم تعامل با حسابرسان مالیاتی بود که از میان آنان ۱۳ نفر در سال ۲۰۲۵ با نمونه‌گیری هدفمند و تا دستیابی به اشباع نظری انتخاب شدند. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته گردآوری، ضبط، بازنویسی و در نرم‌افزار MAXQDA تحلیل شدند. تحلیل داده‌ها با استفاده از مقایسه مستمر و طی مراحل کدگذاری باز، محوری و انتخابی انجام گرفت و در مرحله کدگذاری باز، ۱۹۸۴ کد استخراج شد. برای تقویت اعتبار یافته‌ها از تنوع حداکثری مشارکت‌کنندگان، بازبینی مکرر کدها، مستندسازی تصمیم‌های تحلیلی و ارزیابی توافق بین کدگذاران استفاده شد. نتایج نشان داد مذاکره مالیاتی فرایندی تعاملی، چندسطحی و وابسته به برهم‌کنش عوامل نهادی، رفتاری، حرفه‌ای و محیطی است. استقلال و بی‌طرفی ممیز، دانش و تجربه حرفه‌ای، رعایت مقررات، اندازه و قدرت سازمان، پیچیدگی پرونده و شرایط اقتصادی به‌عنوان شرایط علّی اصلی شناسایی شدند. دانش، نگرش و قدرت تحلیل مؤدی، شفافیت حدود اختیارات، پاسخ‌گویی، نظارت مستمر و بهره‌گیری از فناوری اطلاعات، زمینه شکل‌گیری مذاکره اثربخش را فراهم کردند. همچنین، مدیریت تخصصی، مشاوره مالیاتی، حمایت سازمانی، انعطاف‌پذیری، کار گروهی و ظرفیت‌های نهادی، اثر شرایط علّی را تعدیل کردند. راهبردهای برنامه‌ریزی‌شده، مدیریت ریسک ممیزی، تخصیص مناسب منابع، آموزش مؤدیان و تعامل سازنده، دستیابی به توافق برد–برد را تسهیل کردند. پیامدهای مدل شامل کاهش تنش و زمان ممیزی، کاهش ریسک و هزینه‌های مالیاتی، افزایش اعتماد عمومی، بهبود دسترسی به اطلاعات و ارتقای کارایی نظام مالیاتی بود. دستیابی به توافق مالیاتی پایدار به ترکیب هماهنگ شایستگی حرفه‌ای حسابرسان، آگاهی مؤدیان، ظرفیت نهادی، شفافیت رویه‌ها و راهبردهای مشارکتی وابسته است؛ بنابراین، تقویت تعامل مبتنی بر اعتماد و برنامه‌ریزی می‌تواند اختلافات را کاهش داده و کارآمدی نظام مالیاتی را ارتقا دهد.
