Abstract

This study aimed to develop and validate a foresight-based model for managing banking resources and expenditures with an emphasis on modern financial technologies and its localization within Iran’s banking system. This applied, descriptive-analytical study employed a mixed-method design. In the qualitative phase, 13 academic experts and banking managers were selected through purposive sampling, and data were collected via semi-structured interviews and analyzed using grounded theory. In the quantitative phase, the statistical population consisted of banking employees in Tehran, from which 400 participants were selected using the Cochran formula. A researcher-made questionnaire with confirmed validity and reliability was used for data collection. Data were analyzed using confirmatory factor analysis in AMOS.The results indicated that causal, strategic, core, contextual, and intervening factors significantly influence the outcomes of banking resource and expenditure management. Model fit indices (e.g., RMSEA<0.08 and CFI>0.9) confirmed the adequacy of the proposed model and the structural relationships among variables. The proposed model, integrating foresight and financial technologies, provides a comprehensive framework for enhancing efficiency, reducing costs, improving customer trust, and expanding revenue opportunities in the banking system.
