This study was conducted using a qualitative approach based on thematic analysis. The research population consisted of university professors, central bank experts, economic researchers, and executive managers involved in monetary and exchange rate policymaking in Tehran, from whom 21 participants were selected through purposive sampling. Data were collected using in-depth semi-structured interviews, and data analysis was performed according to Braun and Clarke’s six-stage thematic analysis framework. Member checking and intercoder agreement were employed to enhance the credibility and reliability of the findings. The findings revealed that government responsibility in preserving the value of the national currency consists of six major dimensions, including monetary policymaking responsibility, economic governance, exchange rate management, legal and regulatory responsibility, public trust, and real economic development. The results indicated that liquidity control, central bank independence, institutional coordination, and policy transparency are among the most influential factors affecting monetary stability. Furthermore, weak economic governance, rising public debt, inflationary expectations, and ineffective exchange rate management were found to play significant roles in intensifying currency depreciation. In addition, strengthening domestic production, expanding non-oil exports, and enhancing public trust were identified as the most important long-term strategies for controlling exchange rate volatility. The findings suggest that preserving the value of the national currency requires a comprehensive and coordinated approach involving monetary, fiscal, legal, and governance policies. Governments can successfully control currency depreciation only when structural reforms, institutional transparency, economic accountability, and support for productive sectors are pursued simultaneously alongside monetary stabilization policies.</p> <p>هدف این پژوهش، شناسایی و تحلیل ابعاد مسئولیت دولت در حفظ ارزش پول ملی و مهار افت ارز با تأکید بر سیاست‌گذاری پولی، حکمرانی اقتصادی، مدیریت ارزی و اعتماد عمومی بود. این پژوهش با رویکرد کیفی و بر اساس روش تحلیل مضمون انجام شد. جامعه پژوهش شامل اساتید دانشگاه، کارشناسان بانک مرکزی، پژوهشگران حوزه اقتصاد و مدیران اجرایی مرتبط با سیاست‌های پولی و ارزی در شهر تهران بود که از میان آنان 21 نفر به روش نمونه‌گیری هدفمند انتخاب شدند. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته عمیق گردآوری شد و تحلیل داده‌ها با استفاده از الگوی شش‌مرحله‌ای براون و کلارک انجام گرفت. برای افزایش اعتبار یافته‌ها از بازبینی مشارکت‌کنندگان و توافق میان کدگذاران استفاده شد. نتایج نشان داد که مسئولیت دولت در حفظ ارزش پول ملی دارای شش بعد اصلی شامل مسئولیت سیاست‌گذاری پولی، حکمرانی اقتصادی، مدیریت ارزی، مسئولیت حقوقی و قانونی، اعتماد عمومی و توسعه اقتصاد واقعی است. یافته‌ها بیانگر آن بود که کنترل نقدینگی، استقلال بانک مرکزی، هماهنگی نهادی و شفافیت سیاستی از مهم‌ترین عوامل مؤثر بر ثبات پول ملی هستند. همچنین نتایج نشان داد که ضعف حکمرانی اقتصادی، رشد بدهی عمومی، افزایش انتظارات تورمی و مدیریت ناکارآمد بازار ارز، نقش معناداری در تشدید افت ارزش پول ملی دارند. علاوه بر این، تقویت تولید داخلی، توسعه صادرات غیرنفتی و ارتقای اعتماد عمومی به عنوان مهم‌ترین راهکارهای بلندمدت برای کنترل نوسانات ارزی شناسایی شدند. بر اساس نتایج پژوهش، حفظ ارزش پول ملی نیازمند رویکردی جامع و هماهنگ در حوزه سیاست‌های پولی، مالی، حقوقی و حکمرانی اقتصادی است. دولت‌ها زمانی می‌توانند در مهار افت ارز موفق عمل کنند که علاوه بر کنترل متغیرهای پولی، اصلاحات ساختاری، شفافیت نهادی، پاسخگویی اقتصادی و حمایت از بخش تولید را به صورت همزمان دنبال کنند.</p> https://jafci.com/index.php/jafci/article/download/343/221
