    <Abstract>&lt;p&gt;This study aimed to examine the role of the gap between declared tax and assessed tax as a driver of tax evasion, with a focus on comparing the impact of internal versus external organizational factors and technical versus standard-related conflicts. The present research was quasi-experimental and applied in nature. Data were collected using a questionnaire administered to 150 experienced members of tax dispute resolution boards, who were purposefully selected and divided into two equal groups. Data analysis was performed using analysis of variance (ANOVA) and t-test methods in SPSS software. The findings confirmed both main hypotheses and demonstrated that the expectation gap is a significant driver of tax evasion, although the intensity of this effect varies across dimensions. Results related to the first hypothesis indicated that the expectation gap in “internal organizational factors” is a stronger driver of tax evasion compared to “external organizational factors.” Specifically, the mean impact of internal organizational factors (62.17) was significantly higher than that of external organizational factors (57.13). In the ranking of factors, “excessive administrative bureaucracy” was identified as the most important internal organizational factor, with an impact percentage of 31.28%. Additionally, the findings for the second hypothesis revealed that the expectation gap in “technical (operational) conflicts” is a stronger driver of tax evasion than “standard-related conflicts.” The mean impact of technical conflicts (48.64) was significantly higher than that of standard-related conflicts (43.29). Within this dimension, “differences in the timing of recording items in accounting compared to tax timing methods” was identified as the most influential technical conflict. In the overall conclusion, it can be asserted that although the gap between declared and assessed tax is inherently challenging, the primary focus for reducing tax evasion should be on removing internal organizational barriers and issues within the tax administration system (such as bureaucracy), as well as resolving technical and operational inconsistencies between accounting standards and tax regulations. These findings suggest that internal and technical reforms within the tax authority are far more effective than purely macro-level policy or cultural interventions in reducing the expectation gap and improving tax compliance.&lt;/p&gt;</Abstract>
    <OtherAbstract Language="FA">&lt;p&gt;این مطالعه با هدف آزمون نقش شکاف بین مالیات ابرازی و مالیات تشخیصی به عنوان محرک فرار مالیاتی و با تمرکز بر مقایسه تأثیر عوامل درون‌سازمانی در مقابل عوامل برون‌سازمانی و نیز تعارض‌های فنی در مقابل تعارض‌های استانداردی انجام شد. پژوهش حاضر از نوع نیمه‌تجربی و کاربردی بود و داده‌های لازم از طریق پرسشنامه از 150 نفر از اعضای با تجربه هیأت‌های حل اختلاف مالیاتی که به صورت هدفمند انتخاب و به دو گروه مساوی تقسیم شده بودند، گردآوری گردید. تحلیل داده‌ها با استفاده از روش‌های آماری تحلیل واریانس و آزمون t در نرم‌افزار SPSS صورت پذیرفت. یافته‌های پژوهش هر دو فرضیه اصلی را تأیید کرد و نشان داد که شکاف مذکور محرک معناداری برای فرار مالیاتی است، اما شدت این تأثیر در ابعاد مختلف یکسان نیست. نتایج مربوط به فرضیه اول نشان داد که شکاف انتظارات در «عوامل درون‌سازمانی» در مقایسه با «عوامل برون‌سازمانی»، محرک قوی‌تری برای فرار مالیاتی است. به طوری که میانگین تأثیر عوامل درون‌سازمانی (۶۲.۱۷) به طور معناداری از میانگین عوامل برون‌سازمانی (۵۷.۱۳) بیشتر بود. در رتبه‌بندی عوامل، «بوروکراسی اداری بیش از حد» با درصد تأثیر ۳۱.۲۸% به عنوان مهم‌ترین عامل درون‌سازمانی شناسایی شد. همچنین، یافته‌های فرضیه دوم حاکی از آن بود که شکاف انتظارات در «تعارض‌های فنی (عملیاتی)» در مقایسه با «تعارض‌های استانداردی»، محرک قوی‌تری برای فرار مالیاتی است. میانگین تأثیر تعارض‌های فنی (۴۸.۶۴) به طور معناداری از میانگین تعارض‌های استانداردی (۴۳.۲۹) بالاتر بود. در این بخش نیز، «تفاوت در زمان‌بندی ثبت اقلام در حسابداری با شیوه‌های زمان‌بندی مالیاتی» به عنوان مؤثرترین تعارض فنی شناخته شد. در نتیجه‌گیری کلی، می‌توان اذعان داشت که اگرچه شکاف بین مالیات ابرازی و تشخیصی به خودی خود یک چالش است، اما تمرکز اصلی برای کاهش فرار مالیاتی می‌بایست بر روی رفع موانع و مشکلات درون‌سازمانی نظام مالیاتی (مانند بوروکراسی) و همچنین رفع تعارض‌های فنی و عملیاتی بین استانداردهای حسابداری و قوانین مالیاتی معطوف گردد. این یافته‌ها اصلاحات داخلی و فنی در سازمان امور مالیاتی را بسیار مؤثرتر از اقدامات صرفاً سیاست‌گذاری کلان یا فرهنگی در کاهش شکاف انتظارات و افزایش تمکین مالیاتی می‌داند.&lt;/p&gt;</OtherAbstract>
